Handicap Review
Active/Inactive Handicaps
From 1 January 2010 members need to submit at least three qualifying scores each year to obtain an active CONGU Handicap. Three qualifying scores were required in 2009 to avoid the handicap becoming inactive at the start of 2010. Qualifying scores of less than three cannot be carried forward to the following year.
A list of male members who have returned less than three qualifying scores during 2009, has been published on the notice board in the Men’s changing room.
Next year an active handicap will be required for entry into most club Trophy, Honours Board or Matchplay competitions.
An inactive handicap may be used for social golf, monthly Medal, Bogey or Stableford competitions and in competitions not stipulating an active handicap as an entry requirement. Inter club, Seniors and mixed matches will not require an active Handicap.
An Inactive handicap is still an official CONGU handicap. Members will still be entitled to a handicap certificate and enter events that do not require an Active handicap.
Male members at Camberley Heath are reminded that a qualifying score for Handicap purposes can be obtained by returning one or more “Supplementary scores”, provided they follow the procedures which were published earlier this year on the “Handicaps” notice board.
SUPPLEMENTRY HANDICAP CARDS
The supplementary card system introduced by CONGU to allow golfers to have a sufficient number of qualifying scores to maintain their handicaps is now available to Camberley Heath members. The scheme is open to players in the 2, 3, 4 and 5 handicap categories (6-36) with less then 7 qualifying scores recorded in the last year between the annual reviews. You may only put in one card in any one week. To make use of this system please carry out the following
1. Ask at reception for the supplementary card register book and enter your name, date and time of your intended round.
2. Your card must be filled out as if taking part in a qualifying stableford or medal competition as follows
• The phrase, SUPPLEMENTRY CARD, in the competition box.
• Your name in the Player A box
• Markers name
• Date and time of the round
• Your present playing handicap
• The course and standard scratch used for the round
3. Your round must be played under normal competition rules with no given putts and played to the accepted rules of golf.
4. On completion of the round the card must be signed by both yourself and the
Marker and then put into the competition box. If no card is returned it will be treated as an NR score and will result in a handicap increase of 0.1)
This card will then be entered into the computer within the next seven days and your handicap adjusted in accordance with your recorded score (up or down). Your new exact and playing handicap will then posted on the notice board.
This system will in effect replace the need for general play adjustments, as you will have enough scores recorded for the computer to accurately assess your handicap. General play adjustments from now on will only be made under the yearly review or exceptional circumstances such as for long-term injuries, health reasons etc.

ANNUAL HANDICAP REVIEW
In accordance with the CONGU unified handicap system the club is required to carry out an annual review of handicaps for the following season. The handicap committee will be carrying out this exercise during the month of January and will be using your qualifying scores over the 2008 season as the primary source of information. We will also be looking at the various greedy and senior result books and will take advice from the holders of these documents as to the abilities of the players if a review is indicated. Any letters that have been sent to the handicap committee in the last few months asking for a handicap review will be dealt with under the annual review. If a handicap adjustment is given it will be posted on the notice board and backed up by a personal letter. The new handicap will become active on receipt of the letters date.
LAPSED HANDICAPS
From January 2010 the new unified handicap system allows a handicap to be granted and remain active as long as a minimum of three qualifying scores are recorded during the year and allows the member to play in recognised home or away competitions. If these criteria are not met then the players handicap will be starred and can be of used for social golf purposes only. A player with a starred handicap will not be eligible to enter any recognised qualifying competition other then for the purpose of entering a score for handicap review. At present Camberley Heath has in excess of 350 players who fall into this category.
SUPLEMENTRY CARD SYSTEM
The regulatory authority investigations have confirmed that a substantial number of Members do not return sufficient scores in the period between Annual Reviews to maintain a handicap that reasonably reflects their current ability. This may in part be due to: Work or family commitments preventing participation in competitions, difficulty in obtaining an acceptable starting time on competition days in clubs with a large playing membership or a declining desire to play regular competitive golf.
To this end Camberley Heath will be introducing a SUPPLEMENTARY CARD system to provide our members in the above situations, and the like, an alternative format in which to submit scores for handicap purposes and augment the often sparse information derived from competition play. The intent is to encourage the provision of more evidence of playing ability over a wider range of players and so make handicapping more meaningful for all concerned. The supplementary card system will be starting from the 1st of February 2009
PROPOSED SUPPLEMENTARY CARD SYSTEM RULES.
A Member may return a Supplementary Score for handicapping purposes in compliance with the following conditions:
• Supplementary cards shall apply to Handicap Categories 2, 3, 4 and 5.
• In order to qualify for the return of a Supplementary Score a player must have returned only six or fewer Qualifying Scores (excluding Supplementary Scores) in the preceding period between Annual Reviews.
• A Supplementary Score may only be returned at the Home Club of the player.
• An acceptable score for Supplementary Score purposes is any authenticated score over 18 holes under Competition Play Conditions over a Measured Course in compliance with the conditions listed in this Clause. The format may be Stroke play or stableford.
• Up to a maximum of ten Supplementary Scores may be returned in the period between Annual Reviews.
• The return of one Supplementary Score will be limited to one per week.
• A player intending to return a Supplementary Score will be required to signify his intention prior to commencement of play in the manner determined by the Camberley Heath Handicap committee.
• Stroke Play returns shall be subject to Stableford / Net Double Bogey adjustment in compliance with Clause 19.
• The Supplementary Score will be recorded in the Players Handicap Record.
• If a player who has registered for a Supplementary Score subsequently does not return a card an increase in handicap of 0.1 shall be applied.
• Returns may be subject to action under Clause 23 (B) if ‘manipulation’ is suspected.
